About the Project

  • The Tripura Urban and Tourism Development Project (TUTDP) represents a strategic and multifaceted initiative aimed at addressing the critical infrastructure needs of Tripura, a state with immense cultural heritage and untapped tourism potential. The project is set to be a transformative force in the socio-economic development of the region by targeting key areas of urban infrastructure and tourism enhance-ment. Further to this end, it is important to note that the key outputs of this project are aligned with the Lakshya 2047 goals for the State of Tripura.
  • Tripura, located in the northeastern region of India, has historically faced significant challenges in urban development. The state suffers from discontinuous water supply, sanitation, and basic urban services, which have affected the quality of life for its residents and impeded sustainable economic growth to some extent. Additionally, while the state is rich in natural beauty and cultural assets, the tourism sector remains untapped in terms of its investment potential, missing opportunities for job creation and revenue genera-tion.

Key Focus Areas

  • The TUTDP has been conceived as a comprehensive solution to these challenges, with a dual focus on upgrading urban infrastructure and developing the tourism sector. The project's primary objectives are to:
  • 1. Enhance Urban Infrastructure: Improve the quality and coverage of water supply, sanitation, and other essential services across 12 strategically selected Urban Local Bodies (ULBs) in Tripura.

    2. Strengthen ULB Capacities: Build the institutional capacities of ULBs to manage and sustain the new infrastructure, ensuring long-term operational efficiency.

    3. Sustainable Tourism : Leverage Tripura’s cultural and natural assets to create a robust and sustainable tourism sector, generating employment and fostering economic development.

    4. Environmental sustainability : The Project also focuses on the fragile Ecosystem safeguard through its Environmental safeguard measures.

Project Initiatives and ADB Support:

  • In 2020, the Asian Development Bank (ADB) approved the Tripura Urban and Tourism Development Preparation Facility (PRF) with a loan amount of $4.21 million. This project readiness financing was aimed at preparing investment-ready urban and tourism infrastructure projects in Tripura.
  • Initially, on 24th March 2022, the Department of Economic Affairs (DEA), Ministry of Finance, sanctioned $169 million, subsequently transmitted to the ADB on 7th April 2022. Initially, the project scope encom-passed 7 District Headquarters (DHQs) and 13 ULBs, focusing on 5 urban sectoral project components: Water for All, Stormwater Drainage, Urban Roads, and Urban Amenities.
    Following an ADB mission visit to Tripura from 27th July 2022 to 4th August 2022, the ADB limited its fi-nancing to include 12 towns in Phase I. This phase incorporates Water Supply, Roads, and Drainage, with a loan amount of $100 million. The counterpart state share for this phase stands at $25 million.
