Capacity Building

  • Capacity Building of ULB's The Project will also focus on developing and delivering targeted training programs for ULB staff, aimed at enhancing their ability to manage and sustain the new infrastructure effectively. One of the main project output of the project is centered on institutional capacity development, which enhanced the capabilities of local insti-tutions involved in urban management and project implementation. Comprehensive training sessions and study tours will be conducted for the same throughout the tenure of the Project.
  • Provide Training on O&M The operation and maintenance of infrastructure services require adequately skilled O&M staff. Our various specialized experts will provide complete training to all O&M staff. They can be in the form of traditional courses, workshops, seminars, educational visits, demonstrations, etc. However, the importance of daily, on-the-job training as an effective approach to enhancing the level of competency among the staff should receive its due importance. We will structure the type of training based on a clear transfer of knowledge plan for each level of staff. On the basis of training need assessment, a training plan shall be formulated defining a mix of on-the-job train-ing, classroom training, educational visits, hands-on training, demonstrations, etc. The official's capacity building will involve technical and professional development, improved effectiveness, and greater sensitivity to the impact of their work. For effective technology transfer, the officials of PIU and O&M Agency will be encouraged to participate in various Inspections to be undertaken by PMSC and in defining O&M procedures, etc. During inspections etc., their queries would be duly addressed.

Targeted Training for safety with videos and certification

  • Safety is essential to protect people, property, processes, and the environment against all losses. The certification of health and safety management systems in the workplace represents the opportunity to inte-grate into the organization the management of any problems related to health and safety on site, in com-plete compliance with current Indian legislation.

    The contractor’s supervisory staff will have to undertake training to gain an understanding of health and safety issues in construction, as well as their legal responsibilities relevant to their super-vising work ac-tivities. Such training covers safety functions starting from the design phases, up to the normal system operation; including engineering, construction, commissioning, start-up, and normal operations the re-quirement to promote health and safety to supervise effectively.

    Such trained supervisors would be better equipped to manage problems related to safety and hygiene at work in full compliance with the current regulations.

Training Conducted:

  • The training and capacity-building initiatives undertaken by the Project Design and Management Consultants (PDMCs) and Project Management Support Consultant (PMSC) over the past six months. The PDMC conducted a series of training and capacity-building workshops in the three cluster head towns of Agartala, Udaipur, and Kumarghat. These workshops targeted engineers from the Tripura Urban Devel-opment Authority (TUDA) and Urban Local Bodies (ULBs), as well as chairmen and other officials from the twelve towns.

    The training focused on enhancing their capabilities in implementing 24x7 water supply schemes, stormwater drainage and urban road schemes, and also in domains like property tax, municipal finance, water tariff etc. To provide practical exposure and advanced training, the PDMC (Urban) also or-ganized a study tour to Rajasthan and Gujarat for TUDA and ULB engineers. Participants gained firsthand knowledge of successful 24x7 water supply implementation models and were introduced to urban transfor-mation concepts such as Town and Country Planning (TP-DP) schemes and urban water body rejuvena-tion.




Training Conducted

    The PMSC has also intends to implement a comprehensive training program to develop the skills and knowledge of its team and associated stakeholders. Contractors and construction supervisors received ongoing training from the Additional Team Leader and Water Supply Expert on contractual guidelines, con-struction management, and best practices for the water supply packages in the three clusters.

    Further, the PMSC has also incorporated training modules on soft skills, communication, writing, and PowerPoint presentations. Additionally, core training sessions on Quality Management, Environmental and Health & Safety Management, Prevention of Sexual Harassment (POSH), Compliance, and Anti-corruption are inte-gral to the PMSC's training framework.
